Overview
The Silvercrest Authority Service is the apex governing body of the state — a layered executive structure that presides over all departments, agencies, and public institutions within Moonstone's jurisdiction.
Government in Moonstone is not decorative. Every department has active leadership, defined jurisdiction, and real authority over in-game systems. The Chief — the State Manager — sits at the top, with Deputy Chiefs running the two major offices beneath them: the Justice Office and the Safety Office.
Below the state level, law enforcement is split between two agencies with distinct jurisdictions: the Moonstone Police Department (municipal) and the Night County Sheriff's Department (county-wide). Both answer to the Safety Office at the state level.

Silvercrest Authority Service
The Silvercrest Authority Service is the executive branch of Moonstone's state government. It is not a police force — it is the administrative and governmental body that oversees all public institutions, sets policy, and appoints or confirms the heads of subordinate agencies.
The Chief — styled as the State Manager, not Governor — holds executive authority over the entire state apparatus. Beneath the Chief, Deputy Chiefs serve as the heads of each major office, functioning similarly to cabinet secretaries in real-world government.
Silvercrest Safety Office
The Safety Office is responsible for public safety, law enforcement standards, and state-level investigations. It does not operate patrol units directly — that function falls to the MPD and Sheriff's Department — but it sets the standards all agencies must follow and handles cases that cross jurisdictional boundaries.
Silvercrest Justice Office
The Justice Office is Moonstone's state-level legal authority — fulfilling the role of a DOJ without adopting that name. It handles prosecutions, judicial oversight, and civil legal matters that exceed local court jurisdiction. Details of its divisional structure are forthcoming.
Moonstone Police Department
The MPD is the municipal law enforcement agency covering the city proper. It operates under a bureau structure, with the Superintendent-In-Charge at its head. Notably, the department does not use the rank of Sergeant — Lieutenant fills the supervisor function, with Lieutenant-In-Charge serving as a pre-command / watch commander tier above it.
Night County Sheriff's Dept.
The NCSD has county-wide jurisdiction, which means it operates in areas outside the city limits — the rural north, highways, and unincorporated territory. The Sheriff heads the department, with a Deputy-In-Charge as second in command and Major at the division command level.
Motor Vehicles Division
The MVD sits under the Safety Office and manages driver's licensing, vehicle registration, tow operator certification tiers, and the administrative dashboard operations.
AvianHealth
AvianHealth is the state's healthcare system — a public-private partnership that operates the primary hospital and clinical services within Moonstone. It is governed by the Board of Trustees, with the Deputy Chief of Safety holding a standing Vice President seat as the government's representative on the board.
Board of Trustees
The Board of Trustees has a dual mandate: it governs the AvianHealth hospital partnership, and it functions as Moonstone's business and commerce office — reviewing business proposals, issuing commercial loans, and acting as the state's chamber of commerce equivalent.
